The real problem is that top posting encourages excessive quoting, as
top-posting people are much more likely to include the entire post below
their contribution (some have even said that this is intentional and normal
-- a practice that has always seemed thoughtless and inconsiderate to me
whether in business or wherever).

My view, irrelevant as it is, is that trying to legislate on this is doomed
to creating discord. The automated warnings (presumably triggered when the
message includes the boilerplate footer) are enough. It's more difficult to
wade through, for instance, posts written as slabs of
stream-of-consciousness unpunctuated text whatever sequence they're in. 

Working as an editor I often encounter problems when I ask people to change
their writing style, or just cut the fat, as illustrated here recently. I
don't think there's much point in trying here. Either people absorb the
culture, or eventually they'll get ignored and leave of their own accord.
