Have you looked at this EarthLink Support document? "How to Configure 
the Mac OS X Network Panel for Dial Up Access"

It goes through everything step-by-step and covers all the settings 
necessary in OS X. It would be worth looking at to verify that you 
have everything set up correctly.

In the past I've found that discontinued EarthLink numbers sometimes 
continue working, so you could give that old number another try and 
see if it's in service and works any better. Also I see that 
EarthLink's Internet Access Numbers has this number also listed as 
local for your area 360 362 0020 BREMERTON, WA, if so give it a try.

I don't think that IE is the cause of your problems, but you could 
try another browser, such as Netscape, Mozilla or iCab. Do you also 
get the "connection terminated because other side is not responding" 
message when using email?

If all else fails, try calling EarthLink Technical Support at 
800-719-4660, they may be able to help you or provide an unlisted 
access number. Good Luck.
