Simple answer: Because Apple doesn't know how you are going to use your 
Mac and whether you would benefit from partitioning or not.

Simple solution: Format the drive with a single partition and include all 
the CDs necessary to allow you to partition the drive and reinstall the 
software if you want to.

Most users will never partition, so this makes life much simpler for the 
average consumer.
