Actually I posed the "own website" question without really thinking it
through. If I'd have to go through my own ISP to do so, what's the point?
Naively, I thought it was just a matter of designing my site, then having
my computer open to receive input 7/24 to operate as a website.

If you have a broadband connection and a fast computer, this is quite doable if that's the way you want to go.

You need to check and make sure that your ISP allows such an arrangement otherwise you'll have to sneak around them by using dyndns or some similar service.

Consider the following two questions, however:
1. Do you think you would put more than $10/month of your time into it?
2. Do you feel that keeping your machine ACTIVE 24/7 (which will almost certainly shorten its useful life) is worth the money you'd save by doing it yourself (again, somewhere in the neighborhood of $10/month)?

If after answering these questions you still think doing it yourself would be the best way to go, it's appallingly easy. Design/test your site, put the files into your "Sites" folder, turn on Internet Sharing. Voila!

(of course, that's just a "raw" web page. You'll probably want some niceties like your own email server and DNS to go with it ...)

Even
if that were possible, I can imagine hackers using such opportunities to zap
me whenever possible.

By being on a Mac, you're actually fairly well protected from such nonsense, though of course you (and every other web site) are still vulnerable to possible DDoS attacks.
