Yes, the beloved old OS.  By the way, which version of the old OS are you dealing with?
If you are not now on OS 9.2, I would certainly upgrade it to either 9.2.1 or 9.2.2, 
doesn't matter which.
There were numerous USB problems with OS 8.1 and its descendants, but were corrected 
with 9.0 and later.  Apple has built-in drivers for Iomega devices beginning with 9.0, 
certainly by the time of 9.2.  As a result, one should not install Iomega drivers if 
running the 9.0 versions, as this will certainly cause problems.  Just use the 
"generic" USB extensions that come with the OS.

If you are connecting the drive to a hub, this could also be a source of the problem.  
Unpowered USB hubs can be notorious for causing startup problems and other such ills; 
even some powered ones have been known to cause problems.  Try starting up with your 
drive disconnected, then connect it after the startup and see if it can be accessed.
