Noop, not a good idea. That's why my question about permissions specified repairing from the Disk Utility that is part of your (updated) OS. Don't repair permissions from the install CD, do it from the Disk Utility on your machine, okay?
and have created a test user. Same problem.
Well, that tells us that the problems are not limited to your personal settings/config.
