I believe that Apple does not wish to duplicate OS 9 in OS X. It has what
it, and many users, believe is a better paradigm for desktop computing and
wants to move us in that direction. It's a good thing that OS X can be
customized for those who prefer things to work the way they did.

I don't believe that Windows yet offers that capability.
