Well, that is a difficult situation. I have been using OSX for a while now and I am trying to get the cobwebs out of my head when it comes to OS 9. As I remember, if you click the bootable checkbox Toast will verify that you have a valid system on it. If you didn't, then it wouldn't write boot blocks on the CD. Do you have a CD burner? If so you might try making a Toast image from the disk, locking it, and burn it. This is a long shot, but you never know.
