You *have* to be kidding. The 450 won't run either 8.1 or 8.6 (well it will run 8.1 but you have to buy software to do it and it sucks anyway 'cause it's mega slow). The 450 is only a 68030 so it should be better off running 7.1 with an appropriate system enabler and some 7.5 and 8.1 extensions thrown in to spice it up a bit. Add more RAM, then run OS X. Of course, with such a modern operating system running, you'll probably run out of HD space real quick, but you said you had other IDE drives that you can use instead.
Agreed - upgrade the hard disk and RAM. I'd recommend 768MB RAM and at least a 40GB drive on that level of machine - and don't be afraid of Panther either it runs really well on a G3/400 CPU. I use my iMac G4 and PM G3 split about 70/30 (mostly because I play The Sims on my iMac ;) ).

9.1 - according to some sources 9.2.2 can be unstable on older PCI Powermacs, and it offers little or no advantage whatsoever over 9.1, especially on a Mac that old. You only really need 9.2.2 if you are running Classic under OS X. 9.1 is as solid as a rock on older machines anyway.
If you want speed on the 4400 (which your not likely to get with 9.1) drop it to 8.6 or 8.1. I used 8.1 on a 7100/80 and it's a great performer, if a little feature light compared to later versions, but as with 7.1 it is possible to use some later extensions with 8.1.
