8.1 is fine, 8.6 would be good too.

I'd agree with 8.1 - but 8.6 won't run on a 68k Mac. - 8.1 is a free update available either from Apple or a generous friend who has it.

You *have* to be kidding. The 450 won't run either 8.1 or 8.6 (well it will run 8.1 but you have to buy software to do it and it sucks anyway 'cause it's mega slow).

Add more RAM, then run OS X. Of course, with such a modern operating system running, you'll probably run out of HD space real quick, but you said you had other IDE drives that you can use instead.

Agreed - upgrade the hard disk and RAM..

9.1 or 9.2.2

9.1 - according to some sources 9.2.2 can be unstable on older PCI Powermacs, and it offers little or no advantage whatsoever over 9.1, especially on a Mac that old.

I defer to Mark's more learned and specific recommendations. :)
