Ok, I have a stumper - at least for me...I took my second iMac to my in-laws and am now trying to hook them up to internet. I have the ISP, I have the phone plug, etc. I reinstalled the system and upgraded it back to 9.2.2 (I had run ethernet on it before and removed extra pieces). I can get it to dial and it times out and tells me the modem needs to be reset, isn't responding or doesn't have a valid phone line.
Pardon me for stating the obvious, but I'd start by making sure that you have the phone line connected to the modem port. I only say this because the error messages you are seeing can be the result of (mistakenly) plugging into the Ethernet port.
