I had a very similar problem with my cable modem
connection, and my ISP talked me through it... I
guess that that is a very obvious simple thing: to
call your provider's high-speed tech assistance number...

Here's some of the things I did:
Toss TCP/IP Prefs
Toss MacTCP DNR 

Also:
Apple Menu--> Control Panels --> TCP/IP-->
Options--> Inactive--> OK--> Save Changes? OK-->
Close--> [Restart]--> Apple Menu--> Control Panels
--> TCP/IP--> Options--> Active--> Uncheck "Only
when needed"--> OK--> Save Changes? OK--> Close-->
Open browser and you should be connected if your
problem is anything like my problem.

You may have to do it once or twice.
