8 gb hard drive limit

Does the 8gb hard drive limit for the first partition apply to Mac OS9 
as well as Mac OSX?  I had been under the belief that it only applied 
to X, but when I partitioned my tray loading iMac's  40 GB drive into 
7.5 gb for the first partition and the rest of the hard drive for the 
second partition and then installed 10.3 on the first partition and 9 
on the second partition, I'm dropped into firmware every time I try to 
boot into the 9 partition.  The only way I can get out of it is to boot 
onto the Panther install disk and change the startup disk back to 10.3. 
 OSX works just fine.
