Yes, I believe this is true. The result is that, if you want to have Classic capability, you have to install both OS X and OS 9 on that first partition, which in turn does not leave a whole lot of space left for the rest of your applications, let alone Home documents. As far as I know, there is no workaround for this problem. You can certainly get more disk space on other internal partitions or external drives, but you lose the User Account security aspect of OS X as everything on those other partitions is accessible by any user.
Other partitions are still protected. I have the 40Gb drive in my Wallstreet partitioned 8 and 32 with the Users folder in the second partition. The only folders in the other user account that I can access are those that are supposed to be accessible to other users, Public and Sites. I have set this up on a couple of other machines too and they all have fully protected user space.
I also set up an Applications folder on the second partition for one particularly large app, Route 66.
