I missed the beginnings of this thread, but if you're referring to the older
tray-loading iMacs, then yes, BOTH 9 and X (or any startup OS, for that
matter) must reside within the first 8 physical gigs of the internal hard
drive - unless you don't ever intend to startup in OS 9, then it wouldn't
matter.  It's not a software issue; it's a hardware issue with the ROM on
the older iMacs (okay, maybe that's considered firmware).  The reason for
partitioning a larger drive is in order to keep the OS within that physical
section of the drive, otherwise, crucial portions of the OS could land
outside that section of the drive during a software update, and then the
iMac wouldn't startup.

I know this, as I installed a 20 gig drive in my old 333 tray-loader without
partitioning.  Everything was okay until I ran software update, and more
than 10 gigs was already in use at the time, so it puts the new files in the
first available spot and deletes the old files.  Then of course, it wouldn't
start up anymore.  That's when I found out about the 8 gig limit.  I had to
reformat and partition the drive and start all over again, and that was
under OS 9.
