Ok, this helps a little.
Have you tried a different port on the hub? Tried a different imac using the same ethernet cable and hub port (basically swapping out the existing bad imac)? Can you ping the router's IP, your IP, and loopback?
Next options would be to try a USB -> Ethernet adapter (Belkin, 3Com, and Linksys have one - they normally run $35-50). If you can use one of these fine, then something is possibly wrong with the built in NIC. If this fails as well, then Open Transport or TCP/IP may be hosed up pretty bad. You may be able to use this site for some assistance with reinstalling open transport - but be advised.....this walk through was for OS 8.6. And I don't advise doing this unless you are VERY secure with your knowledge of Macs and your OS.

What OS? Is it a MAC only network? or PC mix?
DHCP? Connected to a router/switch/hub? Directly connected to that

When it is on the network, is everything working - internet? network

Otherwise, I will throw this in the fire - maybe it will help.
If you have another PC/MAC, connect it in your iMac's place and see if
it has the same problem.
Also, try a different port on your router/switch/hub. Try a different
router/switch/hub. Directly connect your iMac to the router, or DHCP
server.
Try hardcoding an IP into TCP/IP - then try pinging out. First loopback
(127.0.0.1) then the IP of the NIC, then the DHCP server/router. See if
that can get out.
If you can ping the router/DHCP server, then there may be an issue with
throughput not connectivity.
