Because Apple classes AW as a consumer application. Comes with iBooks but not PowerBooks or PowerMacs. Consider professional user computers.
It's been that way for awhile now. Buy an iMac it comes with AW, buy a Power Mac no AW.

Because Apple is CHEAP.

It would cost them, what, $10 to include AW with PB and PM's?

They don't even include QuickTime Pro anymore.
