Likely would work.

I can do 640x480 on my iMac DV SE (400 MHz slot load). I don't recall if 
I could do it with the internal CRT, but that died a while ago, and I am 
currently running it using a cheap 17" PC monitor externally. I tested 
the other night, and it did 640x480 just fine (ugly as heck, but worked 
fine).

Chances are very good, any external SVGA monitor you find will support 
640x480 at 60 Hz (which is what I believe OS X will try). 640x480 at 60 
Hz is the "VGA" spec, so any SVGA monitor more or less has to support 
that as part of the spec.

The problem you can get into is with Apple monitors (in particular, 
internal CRTs), where Apple doesn't have to care about the VGA spec. 

DVI monitors may have similar issues (I don't know what the min 
resolution and freq is for DVI, but since it is much newer, it wouldn't 
surprise me if it is 800x600 or 1024x768 at 72 Hz... and like I think it 
was Charles said, forcing a monitor into a refresh frequency it doesn't 
support can be bad news... chances are any current monitor will just 
scramble the picture and not suffer damage, but you never know.)
