Rather than reboot, unplug the mouse and then plug it back in. See if 
that restores the cursor to a working state.

If so, then I think you have a bad mouse. I've seen quiet a few of the 
puck mice do this, and the symptom is always the same. The cursor just 
stops working and rebooting or disconnecting and reconnecting the mouse 
makes it work again for a little while. Replacement of the mouse has 
always solved the problem.
