bad ones flicker
just like any fluorescent

actually any ac powered light flickers to some degree (even incandescents)

stop buying cheap ones
I have cfls I bought 10years ago
I have moved with them across multiple states multiple times
they are still flicker free

how can you stand to look at a computer screen? all of them flicker (crt or lcd)
the back light is a cold cathode fluorescent in most

they have less mercury than a thermometer
and those are going away
mercury free tubes have been phasing in for years
(look for the green end caps)

I have started replacing my cfl's with leds anyway
