Maybe the term "moderator" is getting in the way here.
I'd reserve the term "moderator" for people who had the password to the web
admin page, and could fiddle with settings or lists.
If one of the submitting options were "Use approved submitter list"
then the listadmin would enable subscribers to post by adding them to the
"submitter" list -in the same manner they add people to the "kill" list.
I think this could work with both with a private list, where subscriptions
were controlled by the moderator, and with open lists, where anyone could
subscribe. Either way, if "Use approved submitter list" were checked, only
the chosen can submit.
You could use this option to allow a couple of people to relay messages, the
way a moderator only group works, to allow a couple of people to carry on a
debate, or you could, as you suggested allow a Board of Directors to carry
on in front of the membership.
