You can do it if you use external database instead of IMail LDAP.

What I do is I use a simple web form to set up the account. It does three
things:
1.  Validates the form using Javascript to ensure password meets
requirements
2.  Adds user account in Window 2K or Windows 2k3 Active Directory (LDAP
directory)
3.  Adds user to IMail external user database
That way email accounts and domain accounts are all set up at one time thru
web browser form.. You can have it so user sets up own account or restrict
it to administrator for set up. Password complexity enforced thru form
validation on client side.

This sytem also makes it easy to delete or lock out users if necessary, and
to send bulk e-mails to groups of users, as the external database can be set
up with additional non IMail fields for whatever purpose you need.
