Right.  The original proposal for strong passwords consists of the same
rules used by Microsoft and others.  Makes the standard easier to remember
and easier to explain to end users.

IMHO this is not a good idea
  * a frequent recommendation is to replace letters with look
    alike digits (and vice versa)
  * reducing the potential key space is not a good thing
  * what does databases have to do with picking passwords?
