We are confident the rules just don't work 100%. We regularly see
the very same spam filtered and then not filtered when the only
difference is the recipient, which we never filter even using the
H eader switch... If the same message is filtered then not filtered,
that pretty well demonstrates that is works then doesn't. Hardly
a day goes by that we don't observe this.
