I think declude works very well.  Scott's done a good job of making it
rather fast for all that it does.  I am haveing greatest success though with
putting warnings in the headers and then letting the users manage the mails
locally.  If you set the restrictions too tight it blocks a lot of email but
unfortunately a significant number are valid and wanted.
