Hawk,
Are you using SQL authentication, or Windows NT authentication, on the DSN?
I'd recommend the former, as per this archive message:

That way you won't have to worry about Windows NT permissions at all; all
your IMail services will be using a username and pw when connecting to the
SQL box. Even though we haven't tested with SQL2000 yet, I'd *really* be
surprised if there was some inherent difference between SQL2000 and SQL7
syntax that breaks the odbcuser.dll.
