Rob,

just edit the templates for IMail to have the images pull up from a website
that is hosted with an IIS machine.  For example 2 servers in your network
mail.yourdomain.com running Imail and web.yourdomain.com running IIS.  edit
all of the templates to have the graphics load from
web.yourdomain.com/mailpicts  and place all the images there.  This way the
web browser will go to your IIS machine for the images.

That was a known problem with 6.0 (I'm not sure why you didn't experience
it on 6.0, but did on 7.0).  The IMail web server wasn't designed to serve
graphics, and doesn't do a great job of it.  The best solution is to
offload the graphics and have IIS handle them.  That will almost certainly
make the problem go away.
