You have to stop and restart the SMTP service in order for the changes to 
take effect.  If you use "No mail relay" (which *should* allow relaying for 
people using SMTP AUTH, despite the name), for example, the only outgoing 
mail would be from authorized users.

As a temporary fix, you should look for the IP address of the person 
relaying through your server, and use the access control list to block 
their IP.  This is of course just a temporary solution, but will at least 
make the situation a bit less stressful.
