Been there, done that.... according to the other registrars the contract
you signed when you first signed up with network solutions says you may
not transfer a domain that has expired....  I never really looked at it
as I assume it does.... 

You're only resolution is to renew it with network solutions then
transfer it

Yup, we've experienced the same thing.  If we had the resources, I'd 
certainly instigate litigation.
