There appear to be several attachment issues; let's not confuse them and
mix them up:
[1] Attachments that appear as "garbage" in web messaging,
[2] An issues with attachments with spaces in the filenames,
[3] An issue with users not being able to upload files due to the .tmp files
A lot of people have posted here "Attachments aren't working", without
specifying whether it's one of these issues, uploading vs. downloading, or
even a client issue.
If the problems you are experiencing occur even without spaces in the
filenames, you are not dealing with issue #2.
