Nope. And the fact that there's only one user reporting also points to his client as the problem. Can't tell you exactly how, but this sounds like a situation where the client has strict anti-HTML rules and thus displays text/html as attachments, rather than displaying them automatically in the preview pane. If you can send a sample message body (look in Outlook's Message Properties), that might be helpful. Also look under Tools-Services to see if he "accidentally" installed some kind of security plugin.
