IIRC, spamming to fax machines is against federal law. I think the reasoning was the spammer, crossing state lines with phone calls, was consuming the victim's electrical energy, (expensive thermal) fax paper, and inducing wear-and-tear on the machine. The spam target was clearly a victim. By some miracle, common sense prevailed.
