Chances are so/so - the chance that all of the spammers would honor it would be even slimmer. :-)
If spam advertisers were respectable, professional, "law abiding netizens", we wouldn't have the spam issue in the first place. Kinda like "If we outlaw guns, only outlaws will have guns". It would give us legal leverage to fight spam harder, but how many of us in this list have the time and money to chase these guys around in court? I would guess not too many.
