I believe that Outlook may be using the settings from Internet Explorer.
That's pretty common with both Outlook and Outlook Express.  If you have
access to a full version of Outlook then check in the TOOLS / OPTIONS menu
to see if there is a setting to "use settings from Internet Explorer" - I
seem to remember this from another situation.

We use a proxy that can enforce access control based upon user-agent.

I would like to identify and block HTTP requests coming from
Outlook Express, but it seems to use and represent itself as
Internet Explorer when making HTTP requests.
