Do you have IIS running on your IMail server?

If so, try stopping the IIS service and restarting the IMail web
services and try using web mail again.

BTW, my IMail Web Service runs under the system account, and although
it's not required to run under the system account, if you change it to
run under a user account you will need to set the appropriate directory
and file access permissions if you want the service to start and run
properly.
