George, Sorry if I fail to remember everything that you've tried so far, but is the following true:
When logged in to your server's console as Windows Administrator and trying to use IMail's Web Messaging on a port that is not 80, using a browser that is installed on your mail server to send to an outside address and while closely monitoring the \spool directory, you do not see your message appearing there? If such is indeed the case, Web Messaging isn't calling IMAIL1.EXE and I would suggest a reinstall (after backing up, of course). Then again, maybe the security log (as per Terry's suggestion) will provide a clue which will spare you from reinstalling IMail...
