Ok, so the way you want it to act is if the sender's account isn't on your network then do not accept email from them? This is kind of counter to the idea of internet email don't you think?

The term "Relay" refers to outgoing E-mail sent through a mailserver. In your case, the E-mail is addressed to an account on your mailserver, so it is not being relayed. If it was addressed to another mailserver, that would be relaying, and could potentially be a security problem. What you are talking about is detecting incoming spam.
