Ok, so the way you want it to act is if the sender's account isn't on your
network then do not accept email from them? This is kind of counter to the
idea of internet email don't you think?

well, by default, Exchange server 5.5 and 2000 never did this, nor did
raidenmaild.
this is the first time i've encountered such an issue.  it's letting someone
with no account
 distrubute mail on the network - thats not right.

The term "Relay" refers to outgoing E-mail sent through a mailserver.

In your case, the E-mail is addressed to an account on your mailserver, so
it is not being relayed. If it was addressed to another mailserver, that
would be relaying, and could potentially be a security problem.

What you are talking about is detecting incoming spam. That's a huge
subject -- searching the archives will provide a lot of information.
