I had the same problem as you are having. There is only ONE way to resolve
this and it's simple:

Set "No mail relay" on your server and restart SMTP service.

All of your users/accounts must then authenticate when they send mail. They
set this in Outlook Express under the "Servers" tab for that particular mail
account. Set "My mail server requires authentication" click on the
"settings" tab and make sure that the "Use same setting as my incoming mail
server" is checked.

They will be able to send via other ISP's - I assume you mean for dialling
in, this doesn't matter.

If they use "other" ISP's for picking up and sending mail then they will
have separate mail accounts in their Outlook Express settings so that
doesn't matter either. What IS important is that YOUR mail server is
protected and this is the ONLY way to do it as my "list colleagues" having
been trying to tell you.

I went through the whole of this process and sent out Emails to all of my
clients telling them how to do this and which date it would be active from.
I received 3 query calls out of 500 clients, so they DID manage to do it.
All you need do is to explain WHY you are doing it.
