Not sure if others are still around, but here is what I found:

The connection being made is not to Exchange (Exchange does not answer like
that) but instead to an SMTP proxy. http://messagewall.org/

Here is something I found on their site:

"Will enabling 7bit mode really block mail?
Many mail servers (MS Exchange 5.5 in particular) appear to support 8bit
mail but do not advertise the 8BITMIME SMTP extension. Unfortunately, it is
impossible to verify that they really do support 8bit mail; the only safe
thing to do is block any mail that is not RFC-compliant. MessageWall does
this, and *does* block legitimate mail. Many mail servers (qmail) always
send 8bit, so mail from large sites (Hotmail) will have issues. The only way
to solve the problem while maintaining security is to upgrade your backend
server."

My gut response is in their effort to stop spam, they go to far, even
admitting they will block legit mail.
