  Yes I am sure that it is still getting tagged by the phrase-list because
it still insert the X-headers into the messages.  As a result a domain
processing rules is run on those X-headers and the e-mail is forwarded to
another mailbox.

Originally it caught the mail many times:
01:12 12:25 SMTP(03410042) matched phrase [money back guarantee]
01:12 12:27 SMTP(03410047) matched phrase [money back guarantee]
01:12 12:29 SMTP(0341004C) matched phrase [money back guarantee]
01:12 12:31 SMTP(03410052) matched phrase [money back guarantee]
01:12 12:35 SMTP(0341005E) matched phrase [money back guarantee]
01:12 12:47 SMTP(03410068) matched phrase [money back guarantee]

I just checked again and after removing the offending phrase from the phrase
list it will work correctly.  That would make me believe that it is running
the phrase-list check before the whitelist.  NO?
01:12 14:58 SMTP(01A20081) [smartbrief.com] in white list
01:12 15:00 SMTP(026B0003) [smartbrief.com] in white list

As far as I know, whitelisting should keep the phrase
and statistical filtering from happening. Even when
whitelisted, the email is still subject to filtering
by external DNS blacklists though. Are you sure the
messages are getting killed by phrase filtering?
