Thanks for the response Curt! Yes I am sure that it is still getting tagged by the phrase-list because it still insert the X-headers into the messages. As a result a domain processing rules is run on those X-headers and the e-mail is forwarded to another mailbox.

That would make me believe that it is running the phrase-list check before the whitelist. Even when whitelisted, the email is still subject to filtering by external DNS blacklists though.
