If this is indeed what Lycos is doing (seems to be from my reading of the 
service description) sure the spammers or the hostig provider can block the 
Lycos IPs at their routers which will just stop the actual traffic from 
reaching the server.  The router (and it's bandwidth) itself will still be 
under assault and traffic they want to get through will still be slowed down.

To continue the picket line analogy. The authorities have moved the picketers 
from in front of the door to the store (so if you are in the parking lot you 
can easily get to the store) but they are now relocated in front of the 
driveway making it difficult to get into the parking lot to then get to the 
store.

Yes the router can be more efficient at dropping the requests than the server 
can but the regardless the bandwidth for the spammer is being consummed.
