would it be best to simply add blacklist domains to the phrase list

Are you sure it is a CPU issue? If so, go to Task Manager, click on
the Processes tab, then the CPU button -- you'll see the culprit(s) at
the top of the list.
If it is something that your customers are noticing, it may be slow
SMTP or POP3 connections, which could indicate something else. For
example, some servers choke when there are too many 16-bit processes
running -- which means that if you're using F-Prot.exe as a virus
scanner (with Declude Virus or another product), you should switch to
the 32-bit fpcmd.exe.
