The BMC (baseboard management controller) on our Dell rackmounts performs this function easily. I don't know if the BMC spec is available through an add-on card; I know that the management protocol itself is somewhat of an open standard, but the card needs intimate knowledge of your particular mobo, so that may defeat the openness. Other than that, we do use the APC MasterSwitches, but I sympathize with your note on the cost.
