I'm thinking that maybe something got lost in the shuffle here when APC was first discussed.  The older model MasterSwitch did not allow for individual logins to control individual ports, however, the newer versions do, and this is a lot less expensive than buying individual devices for each outlet.

For each rack (set of servers), get a single UPS that can handle the wattage of the combined servers for the necessary period of time, and add a MasterSwitch or other PDU from APC that allows for separate logins for separate ports, and you have yourself a complete solution without a wiring mess or excessive equipment to support.  Just read the manuals associated with the PDU's listed on APC's site:

A used (eBay) UPS that doesn't need special wiring and can handle the load (~2,000 VA) with new batteries and a new 16 port MasterSwitch of this type should run somewhere around $500...shipped.
