We have this issue too. I've recently disabled the "automatic restart" functionality which seems to give a different effect. The queuemgr process stops processing a couple of times a week on average, and we need to manually kill the process from task manager then restart it. When it's restarted, it clears the spool directory.
Would be good for Ipswitch to shed some light on this.
