Public domain is tricky. In the US, it's generally safe, so if there is an
actual dedication, that's fine, but it needs to be stated explicitly.

The issue of licenses gets complicated, but ODbL is not the ideal license
for this type of situation, CC0 is.

Over beer, someone can and should talk to me about why I don't love CC0 for
everything, but for government data being released to the public, I think
CC0 is absolutely wonderful.

But if there's an explicit Public Domain declaration- that works too, it
just needs to be explicit.
