So help me out here - I'm looking at Creative commons and I see 6 licenses - I assume you are talking about CC-By. Originally OSM was CCbySA correct?

I think it would help if someone had a list of licenses up that blend well with ODBL - in my line of work security is the big thing (i.e. don't let anyone else see this) - licensing not so much.

If they licensed this ODBL and I stuck into OSM would that be like dividing by 0?

Public domain is tricky. In the US, it's generally safe, so if there is an actual dedication, that's fine, but it needs to be stated explicitly.

The issue of licenses gets complicated, but ODbL is not the ideal license for this type of situation, CC0 is.

Over beer, someone can and should talk to me about why I don't love CC0 for everything, but for government data being released to the public, I think CC0 is absolutely wonderful.

But if there's an explicit Public Domain declaration- that works too, it just needs to be explicit.
