After a natural disaster people do not always rebuild, and if they do, they do not always build on the same footprint. With economic growth many times old buildings are removed, and new ones constructed in their place. 2) As far as I know, Bing imagery is the only major imagery source available to OSM which shows a collection date. From what I have seen, that collection date is often many years old, and is often given as a range spanning many years. Also, these are mosaiced datasets. You could have half of your screen from two years ago, and half from five years ago. You need to check every single tile. 3) It would be best if you could get permission from local authorities to use their imagery for verification. This is generally newer, and has a specific collection date for the entire dataset.
