I am not sure if I fully understand your intentions, but if what you wrote above means "I'll just import things without checking the quality, and if people have complaints then they can fix things later" - that is not how imports work, and this attitude will lead to the import being reverted in full. It is incumbent upon you as the data importer to ensure the quality of the data you're planning to import, to discuss your plans with the community beforehand, and if the community turns out to say "hmm maybe your plan is not so good" then that's a definitive no to your import plans. An import is quickly performed, and if done negligently, it can easily litter large areas with data that is cumbersome to repair, creating an impediment to further mapping by the community.
