We're merely asking you to attempt to find a local dataset for addresses and buildings before proceeding. OSM is in no rush to import buildings if we can spend a little more time to get a better source. If we've tried but can't find a local source, then OK, Microsoft buildings is an acceptable source to use. (By the way, if you ever want to map buildings by hand instead of importing, you are free to do that immediately without asking for community buy-in.)
Deane helpfully found you an address dataset for Visalia that can be combined with the Microsoft buildings. Given the existence of that dataset, you should definitely conflate the addresses and buildings. If you don't know how to do that, I'd recommend reaching out to Deane before proceeding in that area.
Before the import can begin, remember to create a page on the OSM Wiki that describes your import, including the details you've provided in this thread. Please be specific about the areas you plan to import within, and list the users who will be participating in this import.
(By the way, I find it confusing that the same e-mail address has posted to this thread using three different names, all using the singular first-person pronoun "I". I can't tell if one or three people are planning to carry out this import. That would also be helpful to clarify on the wiki page.)
and adding source=* tag is to track if an error or inaccurate found later, map reader can easily track the reason to source problem and correct it with other objects with same source. And tell other mapper what a dataset can used for mapping more area to complete.
Most imports these days add a source=* tag to each changeset rather than each building added by the changeset. The tag serves the same purpose either way, but tools like OSMCha can more easily query changesets by their tags than by the tags on added features.
